The film begins with an honest police officer Rakesh Kadam (Sudhanshu Pandey) committing suicide after he was falsely accused of taking bribe by Jaykant Shikre (Prakash Raj), a Goa'ulka goonda politician.  Kadam's wife Megha Kadam (Sonali Kulkarni) vows to avenge this.

 The story progresses in Shivagad where Bajirao Singham (Ajay Devgan), an honest police officer like Kadam, is the head of the station there.  He solves most of the problems of his village with non-violence and mutual harmony.  He uses force only when it is needed and because of this he gets both respect and love from the villagers.  Gautam Bhosle ("Gotaya", Sachin Khedekar) is a businessman and a friend of Singham's father Manikrao Singham (Govind Namdev).  One day he comes to the village with his daughter Kavya (Kajal Aggarwal).  Singham and Kavya fall in love with each other.

 Everything is going well when one day Jayakant, who is released on the charge of blood on Bael, has to sign the papers of Bail every fourth day in Shivagad shape.  Instead of coming himself, he sends two of his men to complete the task, to which Singham gets irritated and asks Jayakant to sign the shape himself.  Humiliated, Jaikant reaches Shivgarh but is unable to take revenge after seeing the loyalty and love of the villagers towards Singham.  He uses his political power to get Singham transferred to Goa in order to teach him a lesson.

 Singham, unaware that Jayakant was behind his transfer, joins Colva Police Station.  His co-workers, Sub-Inspector Phadnis (Vineet Sharma), Sub-Inspector Abbas (Ankur Nayyar), Chief Constable Savalkar (Ashok Sarraf) hate Jayakant because of his crimes, but he is not charged because of his political clout.  Find it.  DSP Patkar (Murali Sharma), Singham's senior, works for Jayakant and keeps on destroying all the evidence against him.  Singham takes this matter to DGP Vikram Pawar (Pradeep Velankar) but is unable to prove anything as he has no evidence against Jayakant and Patkar.  The minister there, Anant Narvekar (Anant Jog) also refuses to help Singham and tells him to stay away from Jayakant's affairs.  Defeated, Singham decides to go back to his village but Kavya stops him and instead of running away from the crime, persuades him to fight with him.
